Charter of the International Alliance of Weifang Entrepreneurs
Chapter I: General Provisions
Article 1: The name of this organization is the International Alliance of Weifang Entrepreneurs (hereinafter referred to as the "Alliance").

Article 4: The purposes of the Alliance are as follows:
(1) Centering on the construction of a "better Weifang" and serving the high - quality development of Weifang, leading enterprises to actively integrate into the new development pattern, basing on the two major circulations, and laying efficient and practical international cooperation and exchange channels for members.
(2) Promoting the precise docking of domestic and overseas resources, optimizing and integrating factor resources, helping enterprises to deeply participate in global industrial chain cooperation, strengthening domestic and foreign business cooperation, and enhancing the international influence of Weifang brands and the global competitiveness of industries.
(3) Establishing an overseas mutual - assistance and linkage mechanism for Weifang enterprises, creating an overseas business information exchange platform, rallying the strength of global Weifang entrepreneurs, safeguarding the legitimate overseas rights and interests of Weifang entrepreneurs, striving to achieve resource sharing, and serving as a solid backing for member entrepreneurs to enter the global market.
Article 5: The Alliance accepts the professional guidance of departments such as the Weifang Bureau of Industry and Information Technology.
Article 6: The secretariat of the Alliance shares the office with the secretariat of the Weifang Entrepreneurs Association.
Chapter II: Scope of Business
Article 7: The scope of business of the Alliance is as follows:
(1) Safeguarding the legitimate overseas rights and interests of alliance members, organizing international legal and compliance assistance, coordinating and resolving legal, compliance and commercial disputes in the overseas business activities of enterprises, and helping entrepreneurs solve difficulties.
(2) Reflecting the opinions and demands of alliance members, playing the role of a bridge and link, and participating in the formulation of laws, regulations and policies related to foreign - related economy.
(3) Regularly carrying out policy interpretation and promotion of foreign laws and regulations, domestic and foreign economic and trade policies, bilateral and multilateral economic and trade agreements, and economic and trade trend research, and building an information sharing platform.
(4) Organizing alliance members to participate in international supply - demand matching activities, domestic and foreign industry exhibitions and negotiation meetings, and doing a good job in pre - exhibition matching, in - exhibition matchmaking, and post - exhibition follow - up. Chapter III: Alliance Members
Article 8: The members of the Alliance are individuals. To apply to join the Alliance, one must meet the following basic conditions:
Chapter IV: Secretariat of the Alliance
Article 18:
(1) The secretariat is the permanent executive body of the Chairman's Office Meeting. It accepts the leadership of the Chairman's Office Meeting, is responsible for the management of the Alliance's daily affairs, has one secretary - general, and implements the secretary - general responsibility system.
(2) Duties of the Alliance Secretariat:
Implement the resolutions of the Chairman's Office Meeting, organize, manage and coordinate the various work of the Alliance.
Formulate the development plan and work guidelines of the Alliance, and organize the implementation of the annual work plan.
After being approved by the Chairman's Office Meeting, be responsible for organizing the application for government - supported projects to relevant departments.
Be responsible for the financial management of the Alliance's funds, and prepare the annual financial budget and final accounts.
Be responsible for the preparation and convening of the Chairman's Office Meeting, and submit an annual work report to the Chairman's Office Meeting.
Be responsible for the preliminary review of the entry and exit of alliance members.
The meetings of the Alliance Secretariat can be held in three forms: written, online and on - site.

Chapter V: Qualifications for Office
Article 19: The chairman, vice - chairmen, secretary - general and deputy secretary - generals of the Alliance must meet the following conditions:
(1) Have extensive influence in the industry, be good at unity and cooperation, be enthusiastic about public welfare undertakings, and have good social credit.
(2) Have rich professional knowledge, good organizational leadership and coordination abilities.
(3) Actively participate in the work of the Alliance and have a high sense of industry responsibility and mission.
(4) Be in good health and able to work normally.
(5) Have not been subject to criminal punishment for deprivation of political rights.
(6) Have full capacity for civil conduct.
Chapter VI: Overseas Branches of the Alliance
Article 20: The overseas branches of the Alliance are institutions established by the Alliance according to the needs of carrying out activities, based on the regional division or the characteristics of the composition of members, and are specialized in carrying out the overseas business activities of the Alliance.
(1) The overseas branches of the Alliance are responsible for the liaison, coordination and cooperation docking of alliance members in the region.
(2) The overseas branches of the Alliance set up special advisors, chairmen and vice - chairmen to be responsible for the overseas work of the regional alliance.
(3) Without the written consent of the Chairman's Office Meeting of the Alliance or the competent unit, alliance members shall not establish overseas branches on their own.
(4) No sub - branches shall be established under the overseas branches of the Alliance.
(5) The overseas branches of the Alliance shall use the standardized full name with the name of the Alliance when carrying out activities, and shall not exceed the business scope of the Alliance.
Chapter VII: Supplementary Provisions
Article 21: Entry into Force of the Charter This charter shall come into force after being confirmed in writing by the alliance members and after the founding meeting of the Alliance is held. Amendments to this charter must be passed by the general meeting of alliance members.
Article 22: If the Alliance needs to be revoked due to termination, dissolution, division, merger, etc., the secretariat shall put forward suggestions and be approved by the Chairman's Office Meeting of the Alliance.
Article 23: Before the termination of the Alliance, the Chairman's Office Meeting shall be responsible for organizing the establishment of a liquidation organization to clear up claims and debts and handle follow - up matters.
Article 24: The right to interpret this charter belongs to the Chairman's Office Meeting of the Alliance.
